Please join us for our September 15th meeting when we will hear from TRUST San Diego about the issue of mass surveillance in the city, specifically focusing on automated license plate readers and data misuse.
We will also consider endorsement of CA Prop 50.
• What it is
California Proposition 50 is officially titled the Use of Legislative Congressional Redistricting Map Amendment, also known as the Election Rigging Response Act. It’s a legislatively referred constitutional amendment on the November 4, 2025 special election ballot.
• Purpose & Mechanism
If voters approve it, the existing congressional district map, created by the Citizens Redistricting Commission, is temporarily replaced with a new map proposed by legislation (Assembly Bill 604). This map would be in effect for the 2026, 2028, and 2030 U.S. House elections. After that, the independent commission would resume its role in redrawing maps.
• Background & Legislative Path
Prompted by a partisan gerrymandering move in Texas (where five new Republican-leaning seats were added mid-decade), Gov. Gavin Newsom and California lawmakers fast-tracked this proposal as a countermove, essentially “fighting fire with fire.” It passed the state Assembly (57–20) and Senate (30–8) on August 21, 2025. Now, Proposition 50 is on the November 2025 ballot and Voters must approve it by a majority vote before it takes effect.
